HKSGOA and her predecessor SNEOA have successfully negotiated with the Government in connection with the following:-

(a) We successfully fought for the lifting of the restriction on the number of trips per year in School Passage Allowance and the continuing payment of Overseas Education Allowance in the currencies of the countries of study. Passage Allowance for Directorate Officers was protected from being cut after the Fringe Benefits Review.

(b) The successful negotiation of a “0-3-3” pay reduction scheme in 2003 instead of the
more drastic proposal of “ 6-0-0”/”3-3-0” pay reduction. We also strived to secure the
Administration’s commitment of not reducing the civil service pay at any level lower than the cash value as at 1 July, 1997 under the Basic Law Article 100.

(c) No Force Redundancy arising from the downsizing exercises as consequences of
outsourcing and merging of certain functions within Civil Service.

(d) The Administration agreed to withdraw unfair restrictions on the post-retirement
employment of professionals, including the lengthening of the “sanitization” period, for
officers at D3 or below, after high profile opposition by the Association.

(e) The proposed Private Certification of Building Plan Submission affecting colleagues in various Departments was turned down through active opposition by the Association with support from Legco members and professional bodies.

(f) Staff concerns arising from the proposed Public Private Partnership Programme (PPP) in Water Services Department were conveyed directly to the Administration.

(g) The successful monitoring of the process of Civil Service Pay Adjustment Mechanism and the Pay Level Survey with favourable outcome to the Civil Service as a whole.

(h) The Medical and dental benefits for existing and retired Civil Servants were maintained with further details being negotiated.

(i) The opening of promotion boards and resumption of Civil Service recruitment after a long period of downsizing and recruitment freeze.
