The Hong Kong Senior Government Officers Association was found in 1958. In our early days, we strive to struggle against the inequalities in benefits and conditions of service between local and expatriate (mainly British) civil servants. Through the cumulative efforts of our past Chairmen and Council Members in the past years, we are able to enjoy nowadays better benefits and more equitable terms of service.
We would like to extend our thanks to all past Chairmen and all the previous Councils. It 's through their selfless contribution that we can enjoy having a fair and just Government as our employer.
The Hong Kong Senior Government Officers Association, together with the Association of Expatriate Civil of Expatriate Civil Servant and the Hong Kong Chinese Civil Servant Association, formed the Staff Side of the Senior Civil Service Council since 1968. The Staff Side communicated with the Administration on behalf of civil servants it represents. Through our negotiations with the Administration, tremendous improvements had been made on various aspects of staff benefits and conditions of service, which included salaries, housing benefits, as well as medical and dental benefits. Representatives from the Association play an important role in the Central Consultative Machinery of the Government.

Our members come from different Government departments. They are managers, executives and professionals (e.g. engineers, architects, doctors, judges, lawyers, surveyors, teachers, administrative officers and executive officers), as well as senior Directorate grade civil servants (e.g. assistant directors, directors and secretaries).
We'll continue to work towards the three founding objectives of the Association:
1. To protect the benefits and rights of local senior civil servants not employed under expatriate terms
2. To improve the conditions of service of members fulfilling the above criteria
3. To act as a channel of communication between members and the Administration
The Association places great emphasis on membership benefits. We had reached agreement with several public utility companies to waive the deposits of our members. We had also designed special benefits packages for our members with the co-operation of several banks, hotels, airlines and retailers.
We have to thank for the support of our enthusiastic Chairmen, Council members and members in the past years, and have to thank also for all the encouragement from outside the Association. Looking into the future, we expect ourselves to have more contact and co-operation with the Administration in order to strive for a more reasonable level of benefits and conditions of service for our members. This will enable our members to focus on their daily work and contribute their best to serve the Government and citizens of the Special Administrative Region.
